What is electronic invoicing in Colombia?

Invoicing over time has evolved and one of the most notable changes was when electronic invoice established, which involves creating a digital document generated and supported using fully digital media that works as proof of the transaction between a buyer and a seller before the tax authorities of each country.
One of the most important countries in Latin America, such as Colombia, had a significant change for its billing since on January 1, 2019, electronic invoice was established in Colombia, which forces all taxpayers in the country to make the change digitally.
The National Directorate of Taxes and Customs (DIAN) imposed this new requirement, as this will help reduce tax evasion rates, modernize tax compliance, and increase savings for both the public and private sectors.
Dates in which electronic invoicing was carried out in Colombia
On December 29, 2017, a decree was published by DIAN indicating that those companies that had requested numbering ranges during previous years for electronic invoices that were addressed in decree 1929 of May 29, 2007, had only six months to implement all-electronic invoicing functionality.
September 29, 2018: companies indicated by DIAN that issued more than three million invoices between January 1 and October 31, 2017.
December 1, 2018: Large taxpayers who have received an extension due to justified technological reasons that caused problems with the implementation of electronic invoicing on September 1, 2018.
In resolution 000002 of the DIAN of January 3, 2019, it was established that, for now, only those who were classified as large taxpayers on February 6, 2018, had to change to invoice electronically, as well as those who in the last 6 years have been using electronic invoicing in compliance with Decree 1929 of May 2000.
On this matter, DIAN has explained that invoices are currently verified by themselves after they are generated. However, it is expected that in the second phase of the electronic invoicing process, this validation will be carried out in advance, in real-time, and will be carried out exclusively by the Entity.
